Well this is confusing. The upper chamber of Russian parliament voted Wednesday to revoke the ability granted to Vladimir Putin to send troops into Ukraine. Apparently, Putin requested the vote to demonstrate goodwill during negotiations over Ukraine. However, lawmakers noted that the power could be reinstated quickly. The vote was 153 to 1, and the power of Putin was demonstrated, as the speaker of the chamber asked the lawmaker who opposed the measure if he had pressed the wrong button. Ukraine has recently agreed to a truce in order for peace talks to progress.
