According to Democratic officials, Obama is writing it so that it could be passed through reconciliation and therefore skirt the threats of a Republican filibuster. “It will be a reconciliation bill,” one Democratic aide tells The New York Times. “If Republicans don’t come with any substantial offers, this is what we would do.” The White House will post Obama’s plan online by Monday morning.
