Winds of change are blowing in Libya, but they may just be hot air: A government spokesman said Monday that the country is willing to hold elections, but that only the Libyan people could decide whether Muammar Gaddafi should stay or go. "We could have any political system, any changes: constitution, election, anything, but the leader has to lead this forward. This is our belief," the spokesman said. “No one can come to Libya and say: You have to lose your leader or your system or your regime. Who are you to stay that?” On the same day, Col. Gaddafi surfaced for a rare public moment; he was seen saluting his supporters from a vehicle outside his compound in Tripoli.
