Ex-Soviet Republic OKs Gay Unions

In a 40-38 vote, Estonia’s parliament on Thursday passed legislation legalizing gay civil unions, which makes it the first former Soviet republic to do so. The law will go into effect in 2016. The head of the Estonian Human Rights Center said the move would send a strong message to Russia, which last year passed what the center called “a draconian anti-gay law.”
