ACCUSED

Egypt to Prosecute Americans

Egypt’s ruling military council said it would prosecute some 40 people as part of an investigation into nongovernmental organizations that receive foreign money, saying international groups are funding protests against the regime. As many as 19 American citizens could be put on trial. They are accused of operating NGOs “without a license” because Cairo has refused to grant them, though many of the groups have long operated openly but unofficially. The trials could set off a diplomatic storm as U.S. Secretary of State Hillary Clinton warned Saturday that she would review Washington's $1.3 billion aid to the country if the investigation isn't resolved quickly.
