Essentially, Democrats would change the system so that the government lends to students in need, rather than through middlemen like banks that collect fees along the way. The changes are expected to save tens of billions of dollars over the next decade, money that will be used to fund more Pell Grants and other forms of student aid. After the House, the Senate will be able to vote on the bill through reconciliation, which is considered necessary since Republicans would otherwise filibuster the reforms.
