A car bomb exploded in a busy market around noon in Vladikavkaz, the capital of Russia’s restive North Ossetia region, killing 12 people and wounding 20 others. The market has been rocked by bombs several times in the past decade, killing many. In 2004, Chechen terrorists took a city school hostage and killed 330 people, half of them kids. Elsewhere in the region, two people were shot by a group trying to build a bomb ina Dagestan hotel room. And in Khasavyurt, near the border of Chechnya, a police officer was shot to death on the way home from work.
