Separately on Tuesday, President Hamid Karzai passed the 50 percent-vote threshold necessary to claim victory in the presidential election held August 20. But the U.N.-backed Election Complaints Commission claims to have found "clear and convincing evidence of fraud" in the tallying and has ordered recounts and ballot audits.
