The plot was discovered when U.S. soldiers working at the Baghdad airport saw that the dogs had died and discovered the implanted bombs, the Paris daily Le Figaro reports. "This case illustrates the determination of al Qaeda militants, who are trying to circumvent terrorism controls by any means," French criminologist Christophe Naudin told the paper. U.S. intelligence agencies told other agencies and the International Civil Aviation Organization to be on alert for dog-bomb attacks.
