Al Qaeda No. 2 Was Not Drone Target

The CIA was unaware that al Qaeda’s leader in Yemen, who was the terror group’s second-in-command, was among the militants targeted in a drone strike last week, The Washington Post reported Wednesday. U.S. officials said Nasir ­al-Wuhayshi was killed in a “signature strike,” or when the CIA is allowed to fire based on patterns of suspected militant activity even if the identities of those who could be killed is not known. The U.S. had previously indicated plans to phase out the controversial signature strikes, but the Obama administration eased counterterrorism guidelines in the wake of the collapse of the U.S.-backed government in Yemen, officials said.
